Taylor details "regular" and "highly irregular" Ukraine policy channels

William Taylor, the top U.S. diplomat in Ukraine, testified Wednesday that there were two policy channels with respect to Ukraine - one "regular" and one "highly irregular." He said the "official foreign policy of the United States was undercut by the irregular efforts led by Mr. Giuliani."
